广东汽车工业难掩病痛 亟待自主创新

  沿着10多年前“市场换技术”的路径,广东汽车工业的规模和产量一路扩张。但耀眼的成绩已难掩长期以来技术缺失之痛。有专家指出,广州汽车工业核心技术完全依赖合资外方,经营风险过于集中。目前的汽车新产品特别是轿车,全部要靠引进国外技术和产品;绝大部分零部件企业设计开发能力也不强,多数企业选择了引进国外技术,汽车工业科研开发投入不足。

  汽车配件业同样面临产量高而技术含量低的窘境。据统计,目前广东省的汽车零部件生产厂家共有350多家,广州白云区已经成为广州市最大的汽车与零部件销售市场,佛山现有汽配企业169家,投资总额68.78亿元,初步形成顺德、南海、三水、禅城4个汽配产业的集聚发展区域。然而,海关的统计数据显示,广东的汽车零部件进口以高技术关键部件为主,量多且增长快,而出口则多为技术含量和价值较低的汽车通用零部件,呈现出进口部件技术含量高、价值高,而出口部件恰好相反的特点。

  业内人士认为,按照国际汽车业品牌发展经验,一个成熟的汽车自主品牌的研发,一般要求企业达到200万辆的生产规模,10亿美元的固定资产投入,10亿美元的运转费用,同时还需要8000到1万人的技术研发队伍,约30个实验室,且平均两年能开发一款新车等。虽说这并非必然规律,但“巴西模式”不乏借鉴意义———巴西的汽车工业发展也很快,但因为没有自主研发能力和自主品牌,到目前为止仍不过是一个大加工厂和销售市场而已。如果遵从以上经验,那么,广东汽车工业也许仍然要在“市场换技术”的路上前行,通向自主品牌之路依旧漫长。

  汽车工业发展的关键是要有自己的核心技术和零部件,自主创新的车轮将载着企业迈向自主品牌之路。目前,中国汽车业的三大三小有些已经借十一五之机开始积极备战自主品牌,上汽的新5战略提出形成自主品牌经营体系,达到200万辆整车规模,其中包括60万辆自主品牌车,同时含有将近4万到5万辆新能源车的目标;一汽集团同样将目标定在200万辆,其中自主品牌100万辆。广东汽车工业在合资道路上,能否超越市场为先的理念,迈向自主创新、自主品牌之路,这是一个重大挑战。
